Replace manual pair unpacking with structured bindings (#8197) 
* Initial plan

* Apply structured bindings to enode_bool_pair usage

Replace manual unpacking of pairs with C++17 structured bindings in:
- src/ast/euf/euf_egraph.cpp
- src/smt/smt_internalizer.cpp
- src/smt/smt_context.cpp (2 locations)

This improves code readability and reduces boilerplate code.

0995928f6e wip - throttle AC completion, enable congruences over bound bodies 
- AC completion which is exposed as an option to the new congruence closure core used roots of E-Graph which gets ordering of monomials out of sync.
- Added injective function handling to AC completion
- Move to model where all equations, also unit to unit are in completion
- throw in first level bound bodies into the E-graph to enable canonization on them.

Centralize and document TRACE tags using X-macros (#7657) 
* Introduce X-macro-based trace tag definition
- Created trace_tags.def to centralize TRACE tag definitions
- Each tag includes a symbolic name and description
- Set up enum class TraceTag for type-safe usage in TRACE macros

* Add script to generate Markdown documentation from trace_tags.def
- Python script parses trace_tags.def and outputs trace_tags.md

* Refactor TRACE_NEW to prepend TraceTag and pass enum to is_trace_enabled

* trace: improve trace tag handling system with hierarchical tagging

- Introduce hierarchical tag-class structure: enabling a tag class activates all child tags
- Unify TRACE, STRACE, SCTRACE, and CTRACE under enum TraceTag
- Implement initial version of trace_tag.def using X(tag, tag_class, description)
  (class names and descriptions to be refined in a future update)

* trace: replace all string-based TRACE tags with enum TraceTag
- Migrated all TRACE, STRACE, SCTRACE, and CTRACE macros to use enum TraceTag values instead of raw string literals

Merge shared parts from polysat branch (#7063) 
* sat_literal: make constants constexpr

* dlist: rename elem -> list

* tbv: use get_bit

* additional pdd and rational tests

* egraph: callback setters take functions by value

This allows to set callbacks without defining a separate variable for
the callback lambda.

(previous usage does one copy of the function, exactly as before)

* cmake: enable compiler error when non-void function does not return value

b52fd8d954 add EUF plugin framework. 
plugin setting allows adding equality saturation within the E-graph propagation without involving externalizing theory solver dispatch. It makes equality saturation independent of SAT integration.
Add a special relation operator to support ad-hoc AC symbols.
