Fix scaled_min test failure from #9235 mod-factor-propagation (#9260)
The is_mod handler in theory_lra called ensure_nla(), which
unnecessarily created the NLA solver for pure linear problems, causing
the optimizer to return a finite value instead of -infinity.

Fix: check `m_nla` instead of calling `ensure_nla()`, matching the
pattern used by the is_idiv handler. The mod division is only registered
when NLA is already active due to nonlinear terms.

Update mod_factor tests to use QF_NIA logic and assert the mul term
before the mod term so that internalize_mul triggers ensure_nla() before
mod internalization.

Add mod-factor-propagation lemma to NLA divisions solver (#9235)
When a monic x*y has a factor x with mod(x, p) = 0 (fixed), propagate
mod(x*y, p) = 0. This enables Z3 to prove divisibility properties like
x mod p = 0 => (x*y) mod p = 0, which previously timed out even for
p = 2. The lemma fires in the NLA divisions check and allows Gröbner
basis and LIA to subsequently derive distributivity of div over addition.

Extends division tuples from (q, x, y) to (q, x, y, r) to track the
mod lpvar. Also registers bounded divisions from the mod internalization
path in theory_lra, not just the idiv path.

b5bf4be87e fix: move m_fixed insertion after check_long_strings guard
m_fixed.insert(e) was placed before the check_long_strings guard,
causing check_fixed_length(false, false) to mark variables with
len > 20 as processed without actually decomposing them. The
subsequent check_fixed_length(false, true) then skipped them.

Move the insertion after the guard so variables are only marked
as fixed once they are actually decomposed.

09c13a75e3 fix #8023: don't skip axiom clauses with non-base-level satisfying literals
The add_axiom optimization that skips adding clauses when a literal is
already true was unsound: the satisfying literal could be retracted by
backtracking, leaving the axiom clause missing. This caused the solver
to miss propagations, e.g., not propagating indexof(a,s) = -1 when
contains(a,s) becomes false after backtracking.

Fix: only skip the clause if the satisfying literal is assigned at
base level (scope 0), where it can never be retracted.

3745bdd43b fix: reduce verbose lock contention in theory_diff_logic (issue #8019)
In multi-threaded solving, IF_VERBOSE(0, ...) in found_non_diff_logic_expr
was always acquiring the global g_verbose_mux mutex (since verbosity >= 0 is
always true) while holding it for potentially expensive mk_pp() calls. This
caused catastrophic lock contention when multiple threads internalized atoms.

Change IF_VERBOSE(0, ...) to IF_VERBOSE(2, ...) in both theory_diff_logic_def.h
and theory_dense_diff_logic_def.h. The diagnostic message is still available at
verbosity level 2 (-v:2), but is no longer printed (or locked) at the default
verbosity level, eliminating the contention.

6d890fb026 Fix NLA optimization regression and relax restore_x
- Relax restore_x() to handle backup/current size mismatches: when
  backup is shorter (new columns added), call
  move_non_basic_columns_to_bounds() to find a feasible solution.
- Fix 100x performance regression in nonlinear optimization: save LP
  optimum before check_nla and return it as bound regardless of NLA
  result, so opt_solver::check_bound() can validate via full re-solve
  with accumulated NLA lemmas.
- Refactor theory_lra::maximize() into three helpers: max_with_lp(),
  max_with_nl(), and max_result().
- Add mk_gt(theory_var, impq const&) overload for building blockers
  from saved LP optimum values.
- Add BNH multi-objective optimization test (7/7 sat in <1s vs 1/7
  in 30s before fix).
- Add restore_x test for backup size mismatch handling.

6ec40153cc fix #7677: treat FC_CONTINUE from check_nla as FEASIBLE in maximize
When check_nla returns FC_CONTINUE it means NLA found constraint
violations and added lemmas. The current LP value is a valid lower
bound, so the status should be FEASIBLE, not UNBOUNDED.

dadd23a517 Refactor smt_context to use structured bindings for pair decomposition (#8385)
* Initial plan

* Refactor smt_context.cpp to use C++17 structured bindings for pair patterns

- Replace .first/.second access with structured bindings in reset_tmp_clauses()
- Replace .first/.second access with structured bindings in decide_clause()
- Replace .first/.second access with structured bindings in init_assumptions()
- Eliminate 3 intermediate variable assignments
- 4 refactoring sites across 3 functions
- Verified successful compilation and all tests pass
