The COPILOT_GITHUB_TOKEN PAT secret expired, causing HTTP 401 auth
failures in all agentic workflows that referenced it. Switch these
workflows to GitHub Actions token-based Copilot inference by adding
'copilot-requests: write' to their permissions (matching the already-
working code-simplifier and release-notes-updater workflows), so the
engine uses the ephemeral github.token instead of the expired PAT.
Recompiled with gh-aw v0.81.6 (repo's pinned version) to keep the diff
minimal. Affected: api-coherence-checker, issue-backlog-processor,
memory-safety-report, academic-citation-tracker, smtlib-benchmark-finder,
workflow-suggestion-agent, specbot-crash-analyzer, tptp-benchmark.

This change stops agentic workflows from opening GitHub issues when a
run fails due to workflow/tooling conditions such as missing-tool
reports or token-budget exhaustion. It applies the repository-wide
suppression suggested by the failure issue itself, so these runs can
still fail without creating issue noise.

agentic workflow source under `.github/workflows/*.md`
- Regenerated the corresponding compiled `.lock.yml` workflows so the
runtime configuration matches the source frontmatter

The memory-safety scan workflow already runs ASan/UBSan, but its
reporting workflow was configured to post discussions rather than filing
actionable issues. This change aligns the reporter with the expected
outcome: sanitizer findings become trackable GitHub issues.

gh CLI is not available inside AWF so the agent could not download
artifacts. Switch to GitHub MCP actions toolset for artifact URLs
and add helper scripts for download and parsing.
Prevents no-op workflow runs from posting comments to the [aw] No-Op
Runs tracking issue by setting safe-outputs.noop.report-as-issue: false
in all 13 agentic workflow .md files.

Adds a workflow that builds and tests Z3 with AddressSanitizer and
UndefinedBehaviorSanitizer on every push to catch runtime memory errors
and undefined behavior. Runs unit tests, SMT-LIB2 benchmarks, and
regression tests under both sanitizers. Includes a Copilot agentic
workflow to generate summary reports as GitHub Discussions.
Triggered on push (path-filtered to src/) and manual dispatch.
