Fix release-notes-updater: add copilot-requests: write permission for Copilot API auth

The agent job was failing with HTTP 401 because the GitHub Actions token
lacked the copilot-requests: write permission required to authenticate
with the Copilot API proxy. Expanded permissions from read-all shorthand
to an explicit object including copilot-requests: write, then recompiled
the lock file.
